What makes an overline different from a normal heading rule?

Can I fit ten years of experience on this?
On one page, not comfortably. Airy density is generous with white space by design. For a longer history keep the same restraint and move to Classic or Compact, or accept two pages if you are applying in a CV market.
What is the advantage of a rule above the heading rather than below it?
It separates without closing. A rule underneath a heading visually finishes the section before its content starts; a rule above opens it, so the eye keeps moving down into the text.
